Not set in stone, but the guidelines we use to bring consistency to our world. It doesn't mean miracles can't happen. Hell with so many gods, miracles do happen! In a moment of awesomeness, let the rules go! That being said, to keep consistency, only break them if it expands the story!

I think metagaming...
Is completely overreacted to most of the time. As long as each turn doesn't take 5 mins of discussing the best strategy, I have no issue with players making plans out of character, or talking through decisions with other players.
