He has built several incredibly in depth and complex worlds and populates them with characters, not just NPCs. He knew the rules, but would allow some rule of cool to trickle in if it wasn't going to stomp all over the mechanics of the game. Amazing music and voices kept me fully immersed throughout the sessions. I would gladly play in any campaign he was running.
