Pirate GURPS
I would be very keen to model this campaign around whatever premade or homebrew world you are looking to explore and expand on. I don’t have a lot of experience with GURPS so I would take this as an opportunity to expand my knowledge. I normally do not use game mechanics to try to thwart players but to present challenges that can be bested and overcome. A little fine tuning may be necessary to use the game system this way but I see no reason we cannot set the tone to make for a fantastic experience!
