Welcome to Earth-7180. The Multiverse is a myth, the cosmic resets are gone, and the golden age of heroes has been replaced by legislation, surveillance, and a heavily armed police state. This is Marvel 7180 | Volume 1: Devil's Night, a gritty, tactical, street-level campaign built for the Marvel Multiverse RPG. ​The world didn't end; it just got organized. The Mutant Registration Act (MRA) is now federal law. Magneto has taken his followers to Asteroid M, leaving the mutants stuck on Earth isolated and hunted. ​The campaign begins at Zero Hour: October 30th, 2026. The MRA has officially gone into full effect, and New York City is ground zero. A massive federal lockdown is declared. Sirens wail through the concrete labyrinth of the city as Stark/Trask Sentinels descend from the clouds. Their mandate is terrifyingly simple: sweep the streets, enforce the curfew, and detain all unregistered genetic anomalies. ​The board is set, and the city is a powder keg of warring factions. ​The Enforcers: General Thunderbolt Ross and Henry Gyrich are using tonight as a proof-of-concept for a nationwide rollout. When a target is too powerful for a Sentinel, Ross drops his classified black-ops unit—The Thunderbolts—into the fray to do the dirty work. ​The Paralyzed Titans: The Avengers and the Fantastic Four are legally bound to uphold the MRA, but both teams are terrified. They are secretly harboring mutants of their own: Wanda Maximoff and Franklin Richards. To protect their secrets, they deploy the Iron Legion as a desperate buffer to keep civilians safe, but they will not help you fight the law. ​The Underground: X-Factor is operating in overdrive. Anticipating this exact nightmare, they run a rogue underground railroad, desperately funneling panicked mutants into the tech-dead magical safety of Greenwich Village. ​The Nightmare on the Streets: A battle-weary Spider-Man is pushed to his absolute limits, pulling innocent people from the riots. He is completely unaware that a newly bonded Venom is using the chaos of the lockdown to stalk him from the shadows. ​The Red Harvest: Caught in the lockdown, Deacon Frost and his high-society vampire masquerade use the riots as cover to quietly abduct evacuees, establishing a subterranean blood farm. Meanwhile, Tombstone's biker syndicate and William Stryker's radicalized Purifier militias use the night to settle violent scores. ​Your Role: You are the unregistered, the hunted, and the wild cards. Starting at Rank 2, you are gritty survivors—closeted mutants, black-market tech scavengers, or independent mystics. You aren't powerful enough to punch a Sentinel out of the sky without a tactical plan, and if a Thunderbolt drops in, you run. Every player starts with a massive secret that serves as their ultimate leverage and greatest vulnerability. ​If you fight the Sentinels, you draw the Thunderbolts. ​Welcome to Earth-7180. The Avengers won't save you, the government is hunting you, and the streets are on fire. To survive this campaign, your character needs deep roots in the concrete and a reason to keep fighting when the system snaps. ​We are playing the Marvel Multiverse RPG. Here is what you need to know to build your character for the lockdown. ​1. Power Level: Rank 2 (Street-Level Veterans) ​You are not a rookie who got their powers this morning, but you aren't a god either. At Rank 2, you are a gritty, battle-tested survivor. You can confidently take down a gang of Purifiers or a vampire cabal, but a Stark Sentinel requires flawless teamwork, and a Thunderbolt means you run. We use milestone leveling—survive the crucible of Devil's Night, and you will earn Rank 3. ​2. Your Origin is Your Legal Status ​In this city, how you got your powers dictates who is hunting you. Choose carefully: ​Mutant (The Hunted): Born with the X-Gene. You are legally classified as a terrorist. If you use your powers publicly, the Iron Legion drops in. Do you have a "passing" cover, or do you hide underground with X-Factor? ​Tech / Enhanced (The Monitored): Super-soldiers, lab accidents, or gear scavengers. You are a legal gray area. Did you steal your tech from Oscorp, or buy it from The Tinkerer's black market? Thunderbolt Ross will want to conscript you; refusing makes you a fugitive. ​Magic (The Unregulated): Mystics and occultists. The government doesn't understand magic, so they largely ignore it. You likely handle the bloody, supernatural "Red Cases" that the Avengers refuse to touch. ​3. Claim Your Turf ​You must define which of the five Sectors you call home. This determines your allies and your enemies: ​Sector 1 (The Citadel): Manhattan core. High rent, heavily policed, corporate-sponsored. ​Sector 2 (The Labyrinth): Hell's Kitchen & the Docks. Violent, blue-collar. Kingpin owns the law; Tombstone's bikers own the alleys. ​Sector 3 (The Wilds): Central Park ruins and sewers. A war zone of X-Men and hidden Morlocks. ​Sector 4 (The Hollows): Greenwich Village. A tech-dead magic zone where X-Factor smuggles refugees. ​Sector 5 (The Boroughs): Queens and Brooklyn. Battle-weary neighborhoods just trying to scrape by. ​4. The Secret & The Breaking Point ​Earth-7180 is built on lies.
