OUTGUNNED is a fast, stylish action RPG built for the kinds of stories you see in great action films: desperate gunfights, brutal hand-to-hand combat, dangerous chases, betrayals, stunts that should not work, and heroes who keep going long after any sensible person would have quit. This game is about bold, damaged, dangerous characters thrown into missions that spiral out of control in the best possible way. You might be burned spies, mercenaries, detectives, assassins, commandos, criminals, bodyguards, or reluctant professionals pulled into one last impossible job. The exact flavor can shift depending on the group: grounded espionage, military action, crime thrillers, revenge stories, over-the-top mayhem, or a mix of several. That flexibility is part of the fun. Rather than locking into one narrow style forever, Outgunned works beautifully as a core cinematic action system. We can learn the rules, master the basics, and then use that engine to explore different stories and tones over time. One arc might feel like a hard-edged spy thriller. Another might lean into urban crime, elite tactical action, or explosive pulp chaos. If it feels like an action movie and gives us a reason to dive through windows, kick in doors, trade one-liners, and walk away from explosions without looking back, it belongs here. Gus “Gusano” Fèng is the kind of guy who looks like he should still be taking orders behind the counter at his family’s hole-in-the-wall fusion restaurant, not standing in the middle of an action story. Small, sharp-tongued, and a little rough around the edges, he comes off like a burnout with bad habits, a smart mouth, and just enough charm to keep people from writing him off completely. He rides an old ruby-red Vespa, knows more people than he probably should, and somehow always seems to have one foot in trouble. What’s less obvious at first glance is that Gus is harder than he looks. There’s something in the way he moves, the way he watches a room, the way he steps in when things start to go wrong. He gives off the vibe of a guy who has wasted a lot of potential, but not all of it is gone. Under the jokes, the attitude, and the loser energy, there are hints that Gus has seen a rougher world than he likes to talk about—and maybe learned a few things there worth keeping. Rudra “Rudy” Sih carries himself like a man who has learned to stay calm in bad rooms and worse conversations. Polished, observant, and sharply dressed, he gives the impression of someone who once belonged to a more respectable world—maybe law, government, or something close to it—but has long since stopped trusting official stories. He speaks with quiet authority, notices details other people miss, and has the unsettling habit of sounding most certain when everyone else is lying to themselves. At first glance, Rudy comes off as cool, capable, and hard to read, the kind of man who keeps his cigarette lit and his emotions buried. But there are cracks in the surface. Something in him is strained, as if he has paid dearly for the life he leads now. He clearly knows how to investigate, how to fight, and how to make difficult choices without flinching. What exactly pulled him out of his old life—and what it cost him—isn’t something he talks about freely.

How James (DM_Shroud) creates a safe table

Immersive role-playing will be emphasized, and narrative choices will be given to the players with dice resolution outcomes leading to imaginative story changes. Some metagaming conversation is to be expected as the party narrates dice results, but it is hoped that this does not devolve into arguments with the GM having the final say in case of a situation where players cannot agree on a clear narrative. Combat is fast and easy and relatively simple to adjudicate once the players learn the system (which the GM will teach as we play.) Player characters will go into danger and combat is expected to be common, but survivable through teamwork, as befits a cinematic action story, with an ensemble cast.
